Building homes for the first nations has certainly solved all of their problems and eliminated the substance abuse issues.

I dunno, it's late but.
I'm an addict, of some things.
Not a new thing in history.
Strong family oriented cultures take care of their own. Others let the chips fall where they may. Each man has his own life as the Chinese say.
We don't have a clear delineation in our culture between the ultra poor and the rest.
Other cultures and indeed nature itself does.
Placing a higher value on a human life although noble and just, places a higher cost.
Because we are all the same human animal the chaos of choice exists.
If family can't take care of it's own then what.
Gulags for those dangerous to others and natural selection for the rest? I'm fine with that by the way.
I believe in all the higher ideals our species is capable of and those we attempt to enshrine.
But if only Lady Justice was all knowing as well as blind....
