I’ve used a propane oxygen gopher killer, it worked great, I never saw much flying dirt.
I’d think just putting propane down a hole would work as it should displace the oxygen.
I built a carbon monoxide gopher killer last year, basically a 10 horsepower generator running an air compressor with the generator exhaust going into a 50 gallon tank so the exhaust would cool and the air compressors intake would suck out of the exhaust tank, it worked really well but the recharge time was about 20 minutes between holes, bigger old engine would work better.
