    Open and Accountable

In 1998, changes were made to put control of the CWB squarely in the hands of the producers whose grain it markets. A 15-member board of directors was established, with 10 positions on the board now elected directly by grain farmers in districts across Western Canada. The new Board of Directors invited the office of the federal Auditor General, Sheila Fraser, to conduct an in-depth audit of CWB finances and processes. This is a direct response to farmers' requests for assurance that the CWB conducts its business in a transparent and effective manner. The Office of the Auditor General found the CWB’s accounting and reporting systems are “economical and efficient”.

If I understand Incognito’s quote from the CWB Act, it says that if farmers haven’t deposited a CWB cheque for 6 years, the CWB has the right to put that money into a separate account and pay the persons entitled to those old payments out of the separate account. Any money left over can be used as the CWB sees fit.

But there shouldn’t be any money left over, should there?

I know a lawyer who once worked for the CWB. After she left the CWB she told me that in the last couple of years while she was there, 100% of her job was to track down farmers who had failed to repay their CWB cash advances – to get them to pay up.

I wonder how much effort & resources the CWB spends trying to track down farmers who haven’t cashed their cheques?

By the way, the Chair at the U of M is a yearly cost. How much?

University Scholarships every year throughout the Prairies.

            Incognito,

The CBR on the website you recommended says:
"The Canadian Wheat Board has one job - to maximize returns to producers"

We know the Act actually says they CWB only has to sell for what they think is reasonable, not the best price. So, are they maximizing your "reasonable" returns to you ?

Look at what the CWB is actually doing.

They are assuming the Federal?Provincial Government's responsibilities for funding Research and Development?

During hard times. With farmers money.

            There's more.

              Incognito;

              On the AUdit:

THe auditor general could only write what the CWB minister wanted... as she was there at the plesure of the CWB Minister... and Directors... and reported to them:

              NOT the people of Canada.

THis CWB Audit info is protected by law, as a Ministerial secret; and can NEVEr be disclosed under Canadian law.
