Base payment on crop insurance coverage rates to account for variable production region-to-region.

Cap total payment at something like $50,000 so the monster farms don't get extra fuel for their rocket.

In reality an ad hoc payment of say 40/ac is a perfect excuse for landlords to bump rents by 40/ac. Last renegotiation, landlord bumped rent up by 10%. "Costs are going up!" yeah buddy, tell me about it, my costs went up 25 or 30% outside of rent since we made the last deal and I'm not generating any more revenue. But of course, can't say no cause there's 10 guys outside the door waiting for me to fxck it up. Glad I didn't have to renegotiate this year, with grain prices and the optimistic outlook we had at seeding time, would have been more, look how the crop's turning out.

Some landlords might like there renters getting a ad hoc payment so they can get the other 1/2 of their rent check

Consolidation is going to happen whether you like it or not. Maybe an adhoc payment should go to older landlords with the stipulation they give a young guy a deal on rent or purchase.

This was tried with the crow rate payout all went to landlords in some old moldy account and rent went up cause the price of grain increased. Older landlords will not share or split it .

This drought is past localized problems and shit programs...

There is only one solution because of how poorly the programs were developed...and that is an ad-hoc payment.

I received SFA for leaving a 2019 crop out...agristability now sees my 2020 income as higher and it will get thrown out in the average ...

2019 was lower but no payment...

Uhhhmm, sounds like your application was prepared incorrectly if you are saying the crop left out in now included in 2020. Regardless of when you combined the crop, its grain to be included as of your year end along with any other payments such as crop insurance

I don’t think an adhoc payment is the best, proper 100% coverage crop insurance is what we need. Let the gamblers take more risk with lower coverage but let more conservative people buy better coverage at a reasonable rate. However as long as there are brain dead idiotic farmers with money in their Agri-Invest accounts we won’t get anything.
