Danny Smith and Alberta are about to sign on to a plan with Carney that will include carbon capture and storage for a the oil industry in exchange for support to develop more oil and gas projects. There will also be a plan to reduce methane emissions.

So reducing emissions is till on the table.

Since Trump is is attacking our economy Carey is focusing on the short and medium term economic issues, but don't think that climate change and greenhouse gas emissions are off the table. Because even in Alberta they are still being worked on in government and industry.
