              I have signed. Wondering what the game plan is with this one. Gubmints commit atrocities against their own citizens and then claim that their hands are tied by the UN? Anybody get fooled by that one? Does the UN get to send foreign soldiers in the event that a signatory county does not commit sufficient atrocities?
