Its called a provincial sales tax for a reason. It stays in the province.

Carbon tax goes into fed coffers then to GTA Karen soccer moms, Ukraine black hole and just recently to Sudan.

I will pay a PST all day before carbon tax. I will pay for a provincial collection agency that makes sure the feds are kept in check.
