As I remember, the deffered prosection agreement which is also used by governments in other countries which are our competitors, would still allow for SNC to bid for government contracts.
The assumption was that a crimminal conviction would cost lots of SNC jobs. Ministers do not always agree in any government on policy or course of actions.
No doubt governments of all types are lobbied by corporations in the business of contracting for the government
