            Devine had more creative vote buying programs. A home renovation grant. A loan program to farmers. And whole lot of subsidy check writing to farmers in partnership with the feds under various farm support programs.

            The current duds give $500 to everyone whether they need it or not. Meanwhile our healthcare systems needs lots of help.
