Government funding is essential for athletes in many of the high profile individual winter sports.
Who deciced who gets that funding?
There is obviously an eb and flow to the quality the teams that attend.
The government we have had for the last 10 yrs couldn't organize a church picnic.
They would have all thier friends in the positions that decided the quality of our team.

No different than pro sports team.
Winning comes out of the ability to put a team together and get the most out of the players.
