Here's another way of looking at it.

If an area has had repeated crop failures, after how many years does one conclude it is no longer an anomaly, but is instead the new reality?

This country has an analogy for that. Equalization, which in theory is meant to help a region of the country when its economy is underperforming the rest of the country.

Sounds good in theory, except reality indicates that the condition is permanent, not temporary.

As the climate cycles, there will be formerly prosperous productive agricultural regions which eventually have to accept defeat. Such as what happened during the 30s in many areas.

How does a government safety net of any type ensure that it doesn't turn into another permanent "equalization" for a region with slim future prospects of profitability?

I think about that a lot, considering we farm on the coldest fringe of prairies. And ask myself how many crop failures we would have to endure before adapting. And would that adaptation process be delayed by government programs?
