Its a little bit of a solidarity move with the police, but its also a veiled warning to all that these pinch points can be shut down again.
Is the EMA going to be invoked every couple months? Trudeau got to play that card only once.

Think water treatment plants, refineries, gas plants, food production facilities or warehouses, entire cities, airports, ports, railyards, tourist destinations, power plants.
Would only need to last for a few days per location to exhaust all resources to deal with them. Can they pull all those resources from the border right now to defend other infrastrucure, or stay at high alert?
It would make a mockery of trudeau's emergency act if there is no way ( or no one willing) to enforce it.
