Exactly what SaskCan or AGT grain did.
Use shareholder money to build the dream, selling the dream, vision, trend, opportunities to investors. Use the cash, sell lots of shares, sell other classes in share offerings etc, drive share prices up. Need good timing.
When times get tougher share prices go down, market gets frustrated with returns, share prices drop further, the original shareholders buy back shares of a much larger, more sophisticated company. No more reporting of sensitive information in a competitive world for competitive companies to scrutinize.
