      They are actually "information check points", not "enforcement". No one is denied entry. Travel for business, like hauling grain and supplies completely fine. Lots travelling back and forth for work , completely fine. What they are discouraging is the non essential cross border travel.

          You are right better interpretation. Ontario is concerned about city dwellers moving to cottage country where resources are scarce for medical emergencies.
