    Is a tariff on Chinese goods any different then a Carbon Tax?

    If China is supplying free electricity for steel and aluminum, is a tariff on these goods any different then a carbon tax? No shortage of coal fired power plants going up over there. We have 12 years left, something should be done.

    China's coal powered generating capacity is expected to increase to 1300 GW by 2020, from 960 GW in 2016.
