 How does she know that it will result in 20% eficiency gains, and where are the guarantees on that?

 They are always "working" even when the wind doesn't blow, there is still lots of energy being converted to work. They need to rotate the blades to keep the bearings from brinelling, the lube oil still has to be pumped and heated or cooled, the electronics still need to be cooled and kept powered on.
