          Is this an unwritten pact between the two Canadian RRs:

          In contract law, a*non-compete clause*(often NCC), o covenant not to*compete*(CNC), is a*clause*under which one party (usually an employee) agrees not to enter into or start a similar profession or trade in*competition*against another party (usually the employer). Some courts refer to these as "restrictive covenants."

          The only reason the MRE is required is because of a captive market and lack of real competition. ...so regulation is the only way to "help" ensure there is a level of fairness for the party's involved.

          An oligopoly isn't much better than a monopoly.
