On DTN I see CWRS 1 13.5 was quoted today;

1 CWRS 13.5%:

219.20/t St. Lawerence

248.15/t West Coast.

Is the spread this wide, and if so what has happened?

No specific answer to your question other than to note these are both just indications. Posted prices for the west coast have been intermittent at best and likely just reflect offered prices to Japan (including the premium).
