Revenue Canada likes to harass low income Canadians for relatively small issues and avoids the bigger fish because of not enough resources and no fortitude.

Harper laid off lots of tax collectors.

This is an International problem that requires cooperation among nations. But the reality is rich people have more influence and are able to hire lawyers and accountants who can "creatively" avoid taxes.
