    CANADIAN WHEAT CLASS MODERNIZATION

    PRAIRIE MARKET PROBE
    Fri Dec 11, 2015 06:49 AM CST
    From DTN 'Markets'

    "CANADIAN WHEAT CLASS MODERNIZATION
The Canadian Grain Commission says it has carefully analyzed and considered
all issues raised by stakeholders, including comments from Cereals Canada and
the Canadian International Grains Institute about the international market scan.

After thorough evaluation of feedback received, and further analysis of existing varieties, the Canadian Grain Commission proposes the following steps to
    modernize Canada's wheat class system.

Based on stakeholder feedback, the Canadian Grain Commission has made the following adjustments to its proposal:
    - Effective August 1, 2016, a new wheat class with the proposed name Canada Northern Hard Red (CNHR) would be implemented and the existing interim wheat class would be eliminated.
The proposed Canada Northern Hard Red (CNHR) class would:
Potentially include registered varieties of hard red wheat that do not fit into any existing wheat class including:
Varieties currently listed in the interim wheat class
Existing Canada Western Red Spring (CWRS) and Canada Prairie Spring Red
(CPSR) varieties that may be re-designated
Hard red wheat varieties which do not receive support from the Wheat, Rye and Triticale Quality Evaluation Team for other hard red wheat trials, but are recommended for registration by the Prairie Recommending Committee for Wheat,
Rye and Triticale (PRCWRT) and meet the requirements for the proposed Canada
    Northern Hard Red (CNHR) class

New hard wheat varieties developed for specific markets and meet the quality requirements of the proposed Canada Northern Hard Red (CNHR) class
    Have basic milling quality parameters.

    Require quality data for varieties.
    - Effective August 1, 2016, a new wheat class with the proposed name Canada
Western Special Purpose (CWSP) would be implemented. The proposed Canada
Western Special Purpose (CWSP) class would:
Include varieties that are currently designated to the Canada Western General
    Purpose (CWGP) wheat class
Include varieties that do not fit within the parameters of any of the other
Canadian western wheat classes (e.g. varieties developed for feed and ethanol
    use or specialized niche markets)
Have no quality parameters and include registered varieties for which no
quality data has been provided by the variety registrant
    - Effective August 1, 2016, both the existing Canada Western Feed (CWF) and
the Canada Western General Purpose (CWGP) wheat classes would be eliminated.
Any existing varieties designated to these classes would be re-designated to the
proposed Canada Western Special Purpose (CWSP) wheat class.
    - The transition of Canada Western Red Spring (CWRS) and Canada Prairie
Spring Red (CPSR) varieties that was originally intended for August 1, 2017,
would be adjusted to start on August 1, 2018. This transition would address stakeholder concerns about designating certain varieties to different classes before the value chain is adequately prepared.
The Canadian Grain Commission says it will continue ongoing discussions with
stakeholders by communicating clear information and procedures to the entire
domestic and international wheat value chains."

Hmmmm , plays right into the hands many of us feared with Your favorite new bill Tom.
Eventually the only wheat we will be able to grow will have to be certified from line companies or seed growers.... It's just a matter of time. Sure we can grow the 'old' varieties - but no one will buy them.

      Furrow,

Canada Northern Hard Red... will be the generic milling wheat class and grade... CWRS will be the premium high gluten class.

If you need to grow lower gluten varieties... this clearly identifies and values this wheat... allows you to grow what you like... and preserve premium quality for those who need this.

Not a UPOV91 issue... a bread making and wheat blending quality designation.

The Canadian Grain Commission had a booth at AgriTrade and I asked about how this would work. From what I understand, the varieties that don't make the grade will still be saleable, but they won't be in the same class anymore. I think in the CWRS category, it was Harvest, Unity and Lillian. If I understood it correctly, these varieties have sub-par gluten strength and were causing baking problems to the buyers of our wheat.

I'm ok with this if it makes CWRS wheat more valuable to our end users. CWRS has had a good reputation which commands a good price and I agree we don't want to screw that up.

There's a CPS variety that is also being moved, and for similar reasons, but I can't remember the name of the variety as I haven't grown much CPS. Again, if grain buyers have markets for these varieties now, I don't see why they wouldn't continue to buy them, but they won't be called CWRS or CPS any more.

The low gluten CPS is foremost.

Penhold is a high gluten strength CPS Red... like the Stettler/Utmost/etc that will stay in CWRS after 2018.

Australian wheat has basically 8 traditional classes of wheat when delivering to centralized storage system then each year premium and or off grade classes of whest appear.

Noodle wheat is abig winner into asia but this year because of a bit of drought basis our wheat is to expensive into Indonesia and fench and german wheat is filling the gap and its crap wheat but cheap guess they will blend it with parcels of aussie wheat.

The old single desk die hards say this would have never have happened under old wheat board, shallow argument actually basically means old awb used lower prices to get a sale but its history now.

Good move if it satisfies US growers and their associations that our governments do not discriminate against them.
If individual graincos and elevators want to, let that be their choice.

                        Segregation issues?

Not sure we should be complicating things more.

Good for the seed growers to get their pound of flesh by the change.

You can't be in certain designations without new seed.

They haven't got that all figured out yet! Just the law in first and then deal with those minor issues.
