The war on drugs has been a complete failure. Billions spent and what has the US have to show for it. The highest incarceration rates in the world, high unemployment, and a terrible drug epedemic. If those resources were spent offering rehabilitation to the addicts, finding real employment in safe in cooperative environment. They would be way better off. Instead they are marginalized with a criminal record and thrown behìnd bars. They get out with next 0 chance of meaningful work without a hope n hell. Guess where they end up on the streets or back in jail. A constant liability on society.
