Exactly Blackjack. People who build in lowlying
areas are building there at their own risk. Even if
the engineers and the municipal governments are
unable to govern properly using the best
information available, they should know that there
is that possibility. Why should I be on the hook
for the expense when it floods? Billions of
taxpayer dollars have been spent on flood claims.
Do you wonder why your insurance companies
do not cover overland flooding? Because they do
not want to cover people who build on
floodplains. Nor do I!

To all you admiring the heroics of the
brave RC's breaking into houses for the
public good. How would you feel if the
headline read "thousands of computers
seized in flood zones to prevent cyber
crime". Just because it isn't your ox
being gored doesn't make it right to sit
by while others are being oppressed.

Morrison put it very well "the standard
you walk past is the standard you
accept". Using the backdrop of such a
tradgety as a distraction to conduct
this social experiment makes it even
more agrgious.

I have my doubts about a "social experiment" being exercised in this situation. Why is everything about the disaster and its consequences involving a conspiracy of sorts? Too many guesses and too little knowledge perhaps?
