Well Randy, I certainly do find this interesting....
As I have said before, I wondered why we could do an amazing infrastructure on such a massive country at the beginning of the century, and yet it takes years of "budgeting" to get needed infrastructure done today.
But, the lenders are not worried about day to day problems....and so it seems that our governments are not as well.
Must be the amount they donate......
