I play:
I want a public Canadian/Chinese/US joint venture to build a railroad connecting the 3 countries via tunnel under the Bering Strait so grain and goods could be moved by entirely by rail between the 3 countries without ships or coastal terminals. I want it to be public so it is not controlled by corporate or shareholder interests. We have the technology to do it. And the stimulus this could add to the economy would offset the fall in oil prices. While we are at it, build a pipeline alongside the rail to move bitumen to China too.

World class loading facilities at the ports that can handle large volumes regardless of weather. Extend running rights to other rail power to improve competition to move our grain.
Improve our rail capacity through the Rockies instead of giving money to South Africa to improve their rain infrastructure....
