              The penalty (if anything) must have been less than the coosts of providing adequate rail transportation services to agricultural industry.

              There is such a thing as seeing that an essential service works.


              Up to an including new management; confiscating; real penalties; enforced directives, personal fines and nationalization.

                The railways will fight the fines long enough that this government will end up owing them money.

                Ritz and Raitt are too stupid to handle this file. They are getting bad advice.

                One train is 10000 tonnes and worth about 4 million in product. A 100000 dollar fine is only 10 bucks a tonne or 20 cents a bushel. Some fine our current basis fine is over a buck a bushel.

                Now if the railway shorts moving more than one train and the fine stays at 100000. Their penalty per tonne goes down. Anyone getting the picture. Because Ritz and Raitt don't.

                This is candy for the railways.

                BTW CP is suing over the new interswitching rules.

                my money is on the railways. This government has failed us. Bad advice from different groups with no one speaking with a common voice on behalf of farmers.

                My bet is they remove the cap with no conditions. Roads get ruined etc.....
