My first thought after reading the article;

No wonder Russian Agriculture is still a shadow of it true potential. When a government can block exports at a whim, who in their right mind would risk the investment to improve it.

My second thought;

Long live Russian incompetence.

I talked to an agronomist in Saskatoon this summer who just got back from a visit to Russia. He said the potential of the land was amazing but that there was no infrastructure to the farmland. No real roads, just paths and no agri businesses so he feels it is going to be a long time until the situation changes.

our prices jumped yesterday on this, it seems they cant shift it to port, and are looking at another export tax.
remember, russia is a giant clam.
bad drought in ukraine too. canola totalled.

the main problem in russia is not lack of roads, infrastructure or money, its lack of farmers.
stalin murdered them all, an event unparallelled in human history.
