It should truly be no surprise when you compare the old and new objectives that governed the CWB:
Old C24 just ended last Thursday Dec 15 2011:
"7. (1) Subject to the regulations, the Corporation shall sell and dispose of grain acquired by it pursuant to its operations under this Act for such prices as it considers reasonable with the object of promoting the sale of grain produced in Canada in world markets."
There was NO Duty of care to maximise our grain prices under C24. Manitoba Courts ruled this as promoted by CWB lawyers in legal arguments over the past 15 years.
Now the New C18 CWB Act instead correctly states:
" Object 6. The object of the Corporation is to market grain for the benefit of producers who choose to deal with the Corporation. "
ExMinister Goodale was too bone headed and arrogant to put this in C 24 CWB Act in 1998.
MP/ExMinister Goodale refused to Implement the full consensus Western Grain Marketing Panel Report from 1996.
Sad to see how the lack of vision of one man... Ralph Goodale... cost so so many growers around the planet so much market disruption and destabilisation.
The 'Duty of Care' to livestock producers was Pro Bono the obligation of the administration under previous CWB statutes.
Finally these obligations are gone and disposed of with C18.
