Up the limit

Can anyone explain the history of limits imposed of up and down in grains? Is it still a good idea? ?Should limits be imposed in down only?

Markets have gone to a new system that expands the limits when the day before goes lock limit(up or down). If the next day goes lock limit, the range is expanded again. Works pretty good, IMHO.
