    Government of Canada Takes Action to Improve the Canadian Wheat Board Act
     
    OTTAWA, Ontario, May 14, 2010 – The Government of Canada today introduced the Canadian Wheat Board Payments and Election Reform Act to strengthen farmers’ voice within the Canadian Wheat Board (CWB) and streamline the process required to deliver payments to producers.
     
    “Western Canadian farmers deserve to get paid as quickly as possible and they also deserve effective governance,” said Gerry Ritz, Minister of Agriculture and Minister for the Canadian Wheat Board. “This legislation will streamline the process required to pay farmers for their top-quality grain to help make sure pay cheques hit mailboxes as quickly as possible.”
     
    “This legislation will also make sure board members are elected by farmers who are actually involved in producing at least 40 tonnes of grain.”
     
    The legislation confirms voting rights for grain farmers who produce 40 tonnes of grain, or who are entitled to 40 tonnes under a crop-share arrangement. This approach is based on recommendations from the 2005 CWB Election Review Panel and the CWB itself.

     
    The legislation eliminates a step in the process to pay producers for their grain. The current system requires analysis from the Department of Agriculture and the Department of Finance, as well as Treasury Board approval before payments are delivered. Under the new legislation, Treasury Board approval will no longer be required. This could speed up the payment process by as much as three weeks.
     
    “Streamlining payment approval will cut red tape, and reduce the number of steps it takes to pay farmers for the top-quality crops they produce,” added Minister Ritz. 
     
    The introduction of this new legislation demonstrates that the Government of Canada is committed to increasing the CWB’s accountability to farmers and to improving the way the Government works for producers.

        What are the rules in the west for off-board commodities? Similar to the Grain Financial Protection Program rules in Ontario or are there any?

        As a producer dealing with a licensed grain dealer or elevator operator, you should:

        •Receive weigh tickets or grain receiving vouchers for each load delivered
        •Receive your cheque within 10 trading days, for a cash or contract sale
        •Receive your cheque the next trading day, if the sale is out of storage
        •Receive 75 percent of the market price within the above timeframe when selling on a basis contract
        •Not agree to extend the time on which payment becomes due
        •Cash your cheque within 5 banking days of receipt
        •Receive your grain storage receipt within 45 days of delivery or within 5 days, if requested
        •Ensure the expiration date, charges, or other agreements are filled in on your grain storage receipt and signed by the elevator operator.

          Government of Canada invests in Global Opportunities for Canadian crops
           
          Winnipeg, Manitoba, May 14, 2010 - The Government of Canada is investing to support international expansion and market growth for Canadian farmers, Agriculture Minister Gerry Ritz announced today. The investment of more than $11 million for the Canadian International Grains Institute (CIGI) will support their efforts to grow crop markets around the world.
           
          "Today's investment to the crops industry will support research and development of new, healthy foods for families across Canada and around the world," said Minister Ritz. "When premium Italian pasta plants are making spaghetti, they use Canadian durum – this research will open new opportunities to reach millions of new customers for Canadian farmers by commercializing ideas as simple as putting that same durum into Chinese noodles."
           
          "Our farmers continue to drive the economy in Manitoba, and across the country, and they are the key to our economic recovery," said Minister of Public Safety and Regional Minister for Manitoba, Vic Toews, who made the announcement with Minister Ritz. "We're proud to work with CIGI to support research, development and promotion of Canada's high-quality crops."
           
          More than $11 million from the AgriMarketing program will help producers and processors increase exports of their safe, high-quality products around the world. This investment will support activities to boost international market development, brand building and industry-to-industry trade advocacy.
           
          Some specific activities include:
          • initiate innovative research activities and offer training and services to the industry to help them better understand domestic and international markets;
          • assess the nutritional value of Canadian feed ingredients for new and emerging markets; and
          • develop publications that highlight the benefits of Canadian feed ingredients, and feed programs for international customers.
           
          An additional investment of over $500,000 from Western Economic Diversification Canada will help CIGI keep the competitive edge with leading-edge tools and technology. This new equipment will help farmers and processors develop new products using the latest grain and food processing testing techniques. The new products will allow them to go out and capture new market opportunities both domestically and around the world.
           
          "This funding supports CIGI's vision to be the recognized leader specializing in offering continuous advances in Canadian field crop products to the world and builds on the partnership between CIGI, the Government of Canada and the industry," said Earl Geddes, Executive Director of CIGI.  "It will ensure CIGI stays in step with current technologies and trends in the marketplace, enable us to lead the development of new products using Canada's field crops, and demonstrate the commercial aspects of these new products to the domestic and international industry. This commitment by the Government of Canada allows CIGI to support marketing efforts of its field crop partners."

          Does it seem at all to you that the CWB may be toying with the idea of marketing ALL grain?

          Government is taking over more and more and more and more of industry functions.

              West is very different from Ontario.

              CGC is responsible for issues around licencing and bonding. As long as a farmer gets acts within 90 days of delivery, there is some (not always 100 %) protection under CGC bonding. Sales to non licenced facilities and domestic feed market are not covered so a farmer is pretty much on their own in the case of a payment default. The Ontario model has been considered for western Canada as have other things like a cash clearing house.
