I find it odd that no other government program asks for this much detail considering the following

1. The number of RMs that declared a disaster.
2. The rainfall insurance is paying out 90% of acres.
3. The reduction in herds in the last 2 years.

What facts are they missing to make things easier.

Yes, but alot of guys have reduced their herds which means their income is down for years.
