What with Bill 19 then Bill 43 I got to wondering just how many Bills the Stelmach Government has in store for us. This is what I found below.

I can't wait to see what this Government has in store for farmers next with the proposed Surface Rights Amendment Act.

Bills for spring 2009 Legislative sitting
The following new bills will be introduced this spring:
Post-Secondary Learning Amendment Act, 2009 (Advanced Education and Technology) The proposed amendments will allow baccalaureate and applied studies institutions to have the option of applying for the use of the term “university” in their name; and will ensure consistency and clarity around the governance of colleges offering degree programs.
Feeder Associations Guarantee Act, 2009 (Agriculture and Rural Development) The proposed Act will replace the existing Act and will support the growth of feeder associations and implement additional risk mitigation measures for government. The feeder association loan program allows producer-run cooperatives to obtain financing for members to feed livestock for profit.
Marketing of Agricultural Products Amendment Act, 2009 (Agriculture and Rural Development) The proposed legislation simplifies wording, reduces duplication and makes minor amendments to clarify regulatory powers. The process of review and appeals will be streamlined and moved to a new regulation.
Carbon Capture and Storage Fund Act (Energy)This proposed legislation will establish a $2-billion fund committed to commercial-scale carbon capture and storage. The fund is to be allocated through grants which will encourage and expedite the design, construction and operation of carbon capture and storage projects within Alberta.
Energy Statutes Amendment Act, 2009 (Energy) The proposed legislation will expand an industry-funded program that assumes costs for abandonment and reclamation of orphaned well sites, pipelines, or production facilities. The proposed act will also eliminate inefficiencies currently found in energy legislation.
Dunvegan Hydro Development Act (Energy) Under the Hydro and Electric Energy Act, provincial legislation is required before the Alberta Utilities Commission can issue a construction order for any new hydro development. The Glacier Power Ltd. Dunvegan hydro-electric development—a 100 megawatt run-of-river project to be located on the Peace River—has already received regulatory approval from a joint federal-provincial panel.
Alberta Public Agency Governance Act (Executive Council) This proposed legislation will improve transparency and accountability and promote good governance of the province’s agencies, boards and commissions.
Credit Union Amendment Act, 2009 (Finance and Enterprise) The proposed amendments will give credit unions the ability to allow their members to vote for directors in advance of their Annual General Meetings.
Securities Amendment Act, 2009 (Finance and Enterprise) The proposed amendments will further modernize, harmonize and streamline securities laws as part of Alberta’s ongoing commitments under the 2004 Provincial-Territorial Memorandum of Understanding Regarding Securities Regulation. These amendments include providing a statutory framework for an auditor oversight body like the Canadian Public Accountability Board to support its oversight function and expanded enforcement sanctions.
Protection of Children Abusing Drugs Amendment Act, 2009 (Health and Wellness) The proposed amendments respond to issues identified during the implementation and operation of the program. These changes will enable the legislation to better support and assist children who are abusing alcohol or drugs.
Public Health Amendment Act, 2009 (Health and Wellness) The proposed amendments to this legislation include clarifying the role of the Chief Medical Officer of Health, transferring some regulation-making authority to the Minister, repealing the former Public Health Amendment Act, 1996 and providing for better communication about public health programming for school-age children.
Land Assembly Project Area Act (Infrastructure) This proposed legislation will improve the process for government to designate and assemble large tracts of land for major projects such as transportation utility corridors. The legislative framework enhances transparency and accountability when dealing with numerous landowners for large-scale land acquisitions over a long-term.
Trade, Investment and Labour Mobility Agreement Statutes Amendment Act (TILMA), 2009 (International and Intergovernmental Relations) The proposed amendments will ensure provincial legislation and the TILMA align. Once fully implemented on April 1, 2009, the TILMA will mean seamless access for businesses and workers in both provinces to a larger range of opportunities across all sectors including energy, transportation, and agriculture.
Civil Enforcement Amendment Act, 2009 (Justice and Attorney General) The proposed amendments will provide creditor protection of retirement savings to non-insurable registered retirement savings plans (RRSP).
Lobbyists Amendment Act, 2009 (Justice and Attorney General)The Lobbyists Act prohibits anyone from providing paid advice to government at the same time and on the same issue as they are paid to lobby government. The proposed amendments will enhance the current Act’s functionality and enforceability, and will strengthen and clarify the applications of the prohibition against a dual role. Amendments will also provide the Ethics Commissioner with authority to disclose information, when disclosure is necessary to enforce administrative penalties.
Justice of the Peace Amendment Act, 2009 (Justice and Attorney General) Under the current Act, Justices of the Peace are appointed for a term of 10 years, but cannot sit past age 70, even if their appointment has not expired. The proposed amendments would allow a Justice of the Peace to sit past age 70, up to a maximum of age 75 or until his or her appointment expires, whichever occurs first. The proposed amendments would be consistent with provisions in the Provincial Court Act applicable to judges and to provisions in the Court of Queen’s Bench Act, applicable to Masters in Chambers.
Rules of Court Statutes Amendment Act, 2009 (Justice and Attorney General) The proposed amendments will consolidate the authority for the Rules of Court in one statute, the Judicature Act, will relocate provisions relating to the enforcement of money judgments from the Rules of Court to the Civil Enforcement Act, and will make consequential and other amendments to various statues related to the new rules.
Supportive Living Accommodation Licensing Act (Seniors and Community Supports) The proposed legislation will define supportive living for the purposes of licensing and provide authority to create accommodation standards and license, monitor, ensure compliance and investigate complaints of non-compliance with the legislation and standards in supportive living facilities. The accommodation standards cover areas such as hospitality services, meals, laundry and housekeeping, resident safety and facility maintenance in supportive living facilities.
Protection for Persons in Care Amendment Act, 2009 (Seniors and Community Supports) The amendments will protect a broader group of vulnerable adults by including home care clients and mental health clients. Along with providing more flexibility when responding to abuse complaints, the Act will strengthen the ministry’s role in prevention, monitoring, and follow-up where abuse has been reported.
Government Organization Amendment Act, 2009 (Service Alberta) The proposed amendments will clarify registry agent services and the requirements to become a registry agent. The legislation will also enhance registry agent accountability with processes for audits and investigations.
Peace Officer Amendment Act, 2009 (Solicitor General) The Peace Officer Act, which will come into effect May 1, 2009, requires that different terms and symbols be used to distinguish sworn police officers from volunteer officers. The amendment gives the Minister the discretion to let police services use the same terms and symbols for both.
Alberta Land Stewardship Act (Sustainable Resource Development) The proposed legislation supports implementation of the Land-use Framework. It creates the seven land-use regions, establishes the Land-use Secretariat and gives authority for regional plans, creation of Regional Advisory Councils and addresses the cumulative effects of human and other activity.
Surface Rights Amendment Act, 2009 (Sustainable Resource Development) This legislation will help the Surface Rights Board improve its service to Albertans by simplifying its processes, enabling the Board to implement more informal, flexible forms of dispute resolution hearings, and allowing the board to better manage its work responsibilities.
Wildlife Amendment Act, 2009 (Sustainable Resource Development) The proposed amendments will address enforcement, emergency activities like disease control, and agreements with landholders and disposition holders to protect habitat.
Fisheries Amendment Act, 2009 (Sustainable Resource Development) The proposed amendments will provide for more creative sentencing for fisheries violations, such as additional monetary payments to fisheries restoration programs, license suspensions, or restoration orders; these would be better deterrents and could help to repair damages to fisheries and their habitat.
Additional legislation may be introduced following Caucus consideration.
