Grain Commission Grading at terminals

I wanted to throw this out for discussion. Seems that a lot of wheat is being downgraded at unload at the terminals. Yet is my understanding that this wheat is being sold to overseas buyers at higher grades than graded by the commission. So it seems the local elevator is loosing money and the terminals are getting a windfall. Sadly this will come back to haunt producers in the long run. As a producer I always feel like the system is ripe for abuse and we always end up paying.

I have heard the same story from my local agent. But, being a cynical person I wonder if some elevators haven't been doing this for years?
