        I know someone who used to work for a federal regulator. Had a lot of teeth and respect everywhere except Quebec where they were powerless. The contractors were far more afraid of the mafia than the regulator, and no one could do anything about it. That is how business gets done in Quebec. And it needs to change. That is a big part of why it is a black hole for our tax dollars.

            You read lavalians history of bribes,kickbacks and payoffs
            With lots of charges and convictions. Around the world.
            One of the convicted did a little time ,2 years
            Most do no time
            Considering the 100s of millions involved.
            No incentive to stop. Is there.

            Nice company . That helps corrupt dictators and politicians with millions in bribes.
            While screwing the people of those poor countries
            On over priced projects
