        And the not withstanding clause should not be used period. Follow the rule of law passed by parliament. It shouldn't be used to allow provinces to over ride laws they don't agree with in a democracy.

          Aboriginals were overwhelmed by a completely different culture in exponential numbers. They had no choice.
          We do.
          We can manage rates, skill sets, and amount.
          And if we hadn't fallen for that mosaic nonsense and special rights bull crap we could regulate rate of change.
          I didn't say no change. I'm saying what they have in Europe isn't necessary.

          Notwithstanding seems to be the only tool available.
          How would you suggest our Constitution be adaptable.
          It certainly isn't now.
          Electoral reform becoming a topic. The Fair Vote suggestions concern me.
          Thoughts?
          And how to get all provinces to sign anything.
          I guess those answers went with PET.

              The constitution can be amended if most of the provinces agree.

              Notwithstanding was not supposed to be used except in exceptional cases not with every federal law you disagree with.

              I support some form of proportional representation. Many countries have some form of proportional representation and they work just fine.

              Canada is never going to be run by rural fringe conservative far right parties.
