    In a bureaucracy this bloated, how else do you find out who is actually necessary except by removing them, then replacing those whose absence is immediately noticeable?
    Worked at Twitter.

    When you have short circuits in your tractor wiring, and need to keep going, start pulling all the fuses until the short(s) disappears. Then start putting them back in until the vital functions all function.

      Strange comparing people to fuses. Maybe someone should take away all the land from farmers and only give back the efficient ones.

        You have just described the long-term process of free market capitalism.
        There's no such mechanism in government bureaucracies. Which is why they just bloat until society can no longer support them and the entire system collapses.

            The Safavid empire which was pretty much modern Iran was known for having a merit based system where people were hired on their competency and henceforth the empire flourished. However, as time progressed the meritocracy was ditched in favour of the opposite. The bureaucracy became bloated, and the empire fell into a state of malaise. They were invaded and fell to the Afghans. Another tidbit to the story the Shah turned the duties of taking care of the harems and his children over to the eunuchs and it was argued their influence over the children is what lead to the corruption and decline when they took on leadership roles. Think about it.

              Agstar. Since you don't like my fuse analogy. How about a topic you are passionate about lately.

              You believe the organization with the acronym AID in its name is worth saving because according to your statistics, 5% of their budget goes to famine relief.

              Probably reasonable to assume that the remaining 95% of their staff is therefore not necessary for procuring and delivering famine relief.

              Fastest way to figure out which people were necessary would be to fire them all then when the aid stops flowing, then start to hire back until you figure out the 5% who were actually involved with famine relief. Once the aid is flowing again, no need to hire back the remaining effluent.

                How about an anolgy you would feel comfortable with. Fire all the firemen and wait for a fire to hire replacements. You do understand it is not about efficiency or cost saving. It is about control. Put people in place willing to commit crimes if you tell them to.
