        I realize I am getting in on this discussion a little late, but a wise old man by the name of Gandhi once said 'You are the change you want the world to become.' It always starts out small and with one. I don't have any quick and easy answers, I wish I did, but it all has to start somewhere and I agree with noelm, that the place to start is with rural people themselves.
