    Are you referring to Imperial Oil's Strathcona plant? It started operating late last year.

      When the crow rate was abolished because they said it favoured export we were told we would see dozens of flour mills, pasta plants, crush plants , etc. on the prairies. Just a scam for the govt to save a bit of money and for the railways to increase rates.The states at the time also challenged it and the cwb as an unfair advantage to western canadian farmers.
