How can he do that if pickups don't meet our emissions standards?

At first I assumed this applied to vehicles manufactured in Canada. But it appears it applies to vehicles manufactured and sold in Canada. Not sure how this will work when most trucks I see in farmers yards are built by U.S. manufacturers. Also when most vehicles made in Canada are exported stateside regulations should be harmonized with the U.S. not the E.U. Why this Prime Minister is so popular is beyond me.
