Francisco, tell that to the bank that lends out the money with only quota as collateral the day before quota becomes worthless. Think any federal government would ever hang FCC and the other banks out to dry? Don't think they'll cover the value of quota bought and paid for but I think they'll cover the banks butts perfectly well.
