Steps in revolution.

4. Government refuses to negotiate, subverts protest movements using police and/or military forces
5. Protest movements spread. Outside organizations, including sympathetic groups based outside the country, offer financial and logistical support. Resolve of protest groups increases to point of outright resistance, insurrection
6. Government approves use of extended government power (Emergencies Act) to quell or eliminate protest groups through the use of extraordinary measures, legislative or military.
7. Outright violent or armed resistance against government authority becomes more likely. Political views of ordinary citizens become more polarized, resulting in increase of radicalized violent and intolerant behaviour between citizens.

Its a half measure. He didnt call in the military cause they wont support him. Its powers to offer federal assistance to a provincial matter, probably intelligence, maybe ops staff, other outside measures to apply pressure sort of like the gofundme stuff.

Wont work either and he will be in the same spot a week from now if he is even PM.
