No, you are right. All provinces were given the option of setting up their own cap and trade or carbon tax system by the Federal government when the carbon tax was set up. Quebec did and it was recognized as a substitiute for the federal tax. Notley also had instituted a carbon tax system in Alberta which would have superceeded the Federal tax however the UPC scrapped it so now Alberta falls under the federal carbon tax system.

Are they paying for their excess pollution in cap and trade through transfer payments from the west to start with ?

Actually Dml while you are correct former Premier Notley had instituted a carbon tax it did not superceed the federal tax, it would have in fact mirrored the federal tax. Rising to $40 a tonne in 2021 and $50 a tonne in 2022. It will certainly will be interesting to see what happens in Quebec. The cap and trade system in Quebec is supposed to increase and mirror the federal system. I googled the most recent carbon credit joint auction between Quebec and California in November 2020, the median price was $22.64 CAD. So as per usual Quebec is getting a better deal than the rest of Canada but that should give other provinces an avenue to fight the carbon tax in court, the fact that it is not evenly applied across the country, might be our only hope!!

Yes, notley's plan did mirror Ottawa but mirroring was not a requirement. A province could implement any type of program, all it had to do was provide a similar incentive for greenhouse gas reductions. Plus any tax collected would not flow to Ottawa but to the province and the province could determine how the tax would be used. Quebec could see the writing on the wall and implemented a provincial system whereas the other provinces thought fighting any type of greenhouse gas reductions would be better

Several provinces are currently fighting the Trudeau thugs at the Supreme Court over the federal government imposing this job killing tax on provinces. The only other way to end the carbon tax will be a Conservative majority.

Quebec uses western oil equalization to develop their hydro which revenue is then exempt from equalization which they then use to power their province and sell green credits to California, the revenue from which is also exempt.

Its the best scam going. No other province could pull that off.

Every province had the option of designing there own carbon pricing scheme. Instead Alberta, Ontario, Saskatchewan chose to let the Feds impose their plan.

Why not design a provincial plan that would have addressed some of the issues?

Preston Manning a notable "socialist" spoke in favour of carbon pricing as a market driven way of reducing greenhouse gas emissions. If Preston has figured this out why can't Alberta, Saskatchewan and Ontario? Alll the revenue they collect can be spent or rebated anyway they want. Including supporting farmers.

So why didn't our provincial premiers make this demand? Instead they decided to play east west politics and in Saskatchewan they imposed a carbon pricing plan on large emitters. Yup thats right Sasky has its own carbon pricing plan already.

That answer is simple, the west gets zero credit for what its done and is doing while Quebec gets all the credits and the exemptions.

Our leaders have demanded for yrs that our sinks be recognized but farming doesnt go over well with the Davos crowd. Canada is already in a carbon deficit without doing a thing. Our forests, farmland, wetlands and water absorb all the carbon Canada will ever produce. We are doing this for china.
