How does that work with SCIC? If come June 28th canola is sitting in a dry seed bed and not germinated they won't do anything because not established or how does it work?

Might have perhaps 9 inches to one foot of soil with some type of moisture but I don't know if a tiny seedling can even access much of it.
I would guess maybe one inch of moisture in the root zone is all we have.

As long as there is a viable seed there, its considered established. Can sit in dry ground all year. Nothing more you could have done. Right now is a critical time for frost and beetles. If you fall below the established criteria then you need to reseed or gamble that 5 plants a square meter outdoes your gaurantee.
