Smiling Harper 2.0 getting rid of scientists would be a step further then Harper 1.0, as he only muzzled them while in power.

2.0 would probably use the money saved by increasing his PMO staffers which Harpo did by 38% from what Paul Martin had ( 94 versus 68).
