I used to do Commercial Vehicle Inspections(safeties). And I would be very much opposed to pulling brake drums every time. I don't have stats to back me up, but I would be willing to bet that one of the most likely mechanical failures with the potential to be deadly to other drivers is losing wheels, not a burnt out light, or a brake out of adjustment or out of spec, not a cracked windshield etc. Everytime you remove brake drums on trucks with Bud wheels, the wheels will need to be retorqued, which may or may not happen, the studs will be stressed, with no way of knowing how many times they have been tightened( or over tightened) before, and is this the one time too many before they break, does a pebble or paint fleck get between them.
