I don't think any of you understand the SCIC and prov govt accounting. Would you rather that amount not show as owed to SCIC? Then it would be gone forever. If SCIC is ever in a large claim year that money is in provincial coffers to pay the claims. The other option would be to adjust premiums more radically every year based on the previous but after a large claim year you would see a huge increase in premiums. Can you imagine the complaining then?
