                Seed prices well may not change... in fact they may be reduced if brown bagging is reduced.

                R and D will be paid by more growers which should mean actual individuals could well pay less.

                  And so it should be. Farmers have and will continue to pay for R&D. Any thing else will be next to theft.
                  Seed growers should get COP only seed should be same price as commercial.

                    I am not talking seed prices, it's the overal seed cost that has a lot of people worried. Buying 80 ac of wheat at $14 is a lot cheaper than buying 4000 ac of wheat at $13.99 .
                    So if I only need to buy 80 ac worth of new cert seed every couple of years what's the big benifit of UPOV 91 to R and D ? It's is no different than the current set up unless we will be forced to buy all certified seed for every ac we farm every year then the money for you and R and D will be huge .
