If you need blasting of beaver dams and houses, gather up the scope of work (legal description and general location of nuisance) with your neighbours and provide that to your RM. I know of one blaster who does RM work.
I don't think he does individual private shots because usually it is a water system that requires some homework and topographical map study. Blowing one dam may solve your problem but create a big problem for dammed up properties down the line. RM of Shellbrook may have insight if this strategy is working or not.

I am pretty sure all blasting is done through the RM's now with a designated blaster.......unless of course SF3 has a stockpile of dynamite.
