    Forced to buy #1 high pro?

    Ag Minister Gerry Ritz, who met with
    representatives from the largest
    customer, Warburtons, in London last
    week, points out the increased sales
    correspond with the end of the Canadian
    Wheat Board's single desk.

    "They are excited by the changes," he
    said from London. "There were some
    challenges to begin with because they
    had gotten used to the old way of doing
    things, but now that they have a year
    under their belt, they're really
    excited by the potential, being able to
    contract acres as they have done to make
    sure they get what they want."

    "They say the quality and consistency is
    still there, and they're now talking
    about using some CPS in their milling
    capacity, as opposed to always being
    forced to by Number 1 Red high protein,"
    said Ritz.

    Can somebody explain this statement?
    Canada has always had all classes of
    wheat, grades, and protein levels for
    sale, I thought. Who was forcing anybody
    to buy only #1 High pro?
