        To say that the CWB had nothing to do with charges being laid at the border is like saying the pimp had nothing to do with something (or someone) else being laid.

        The CWB policy of demanding farmers "purchase" a "no-cost export license" is only done in the West. Only Western Canadian farmers.

        In Eastern Canada, neither farmers nor Customs agents know what a "CWB Export License" even looks like. If you asked either about an export license for wheat, they would tell you there is no such thing.

        The fact is that this little document is a requirement of the CWB - not Customs. As this whole border issue started to boil over, Customs was ORDERED by the CWB to enforce its requirement. If it wasn't for the CWB, Canada Customs in Western Canada would not know an Export Permit if they wiped their .... you get the idea.

        To blame Customs solely for the charges and say the "CWB did not lay the charges" just doesn't make any sense.

        The pimp had nothing to do with it. Right.

        Are you willing to say that Canada Customs has two policies - one for Western Canadian farmers and another for all others?

        Does that even make sense?

          The "LAW" is not always equitable. If you live in the north you get special treatment tax-wise from the Feds.

          What was different about the "Designated Area" in reference to the the CWB legislation? It was an area of agricultural production that desired government guarantees and protection from predatory elevator and railroad companies. That legislation was as LEGAL as the special treatment for northern Canada dwellers receive on their income tax.

            I'll assume that means you confirm it was the
            CWB that pursued that charges be laid and that
            Canada Customs was just their agent.

              jdepape: Assume what you will...but Canada Customs has to uphold the law no matter what. Presumably they don't need "coaching" from any other government department or agency.
