You talk as though the "CWB" and the "open market" are mutually exclusive concepts. The weakness of the "CWB vs open market" rhetoric is that the CWB actually operates in an open market outside of Canada.
Outside of Canada, the CWB operates where market forces work continually to drive out expenses.
When you work in a competitive market, and you work for margins (like the grain companies), you are very aware of your expenses and keep them to a bare minimum. Competition ensures it.
However, when you are the CWB and you don't work for your own margins, you are motivated by another set of drivers altogether. You don't have any factor disciplining your sales values, your operational and execution costs, and your expenses.
So, even though you say the CWB provides "service at cost", we really don't know what that cost is.
